This training and recruiting center was built for 19 percent under budget in a pilot program that helped the Navy determine how well a design-build approach would work on a large-scale project. Basic specifications for design and materials were written first. Then architects, engineers, and contractors brainstormed to find the most cost-effective ways to meet the specs. The building has a pitched roof for compatibility with adjacent buildings and an inviting look that enhances its use in recruitment. Angled to the south, it catches the sun and avoids utility lines crisscrossing the site.
